School District #14 was set up in 1892, when it was taken out of #11,
and formerly existed as school #2 of District #11. In 1900, trustees
were Jesse Johnson, J. R. Blackwell, and H. T. Holland; E. W. Gill was
presiding over an election here in 1904, and the 1904 school list shows
Walters to be District #14. By 1909, District #14 had changed its
name to Blackwell, for whatever reason.
